Our current developer removed the varying notch requirement option a few versions of Woohooer ago, after noting that even Twallan had said he had no idea what he was thinking of when he programmed it, and the concept is still under review for future versions. I experienced the breakage myself playing across worlds like that and it wasn't fun - sims kept ending up with random skill levels all over the place. There used to be a way to adjust the notch requirements needed to advance through the levels, but around 100% of the time that function broke when sims traveled because mod settings are world-specific and the mod/game doesn't understand how a sim could be considered a Level 6 let's say in one world but only a Level 4 in another. It doesn't matter how quickly or slowly sims spend time woohooing, each session counts as at most one notch. The skill is "notch" based, with each woohoo counting as a notch. The KamaSimtra isn't like most others, skill boosters and other forms of learning things quickly like traits and LTRs are not (by themselves) going to help or at least I have never seen them do so.
